Advice on my roommate problems?

I'm sure that there is someone in charge of seeing that rules and regulations are being met by everyone in the dorm situation. Go to that person and tell them your problem. Let them handle your roommate. Get to know some of the other roomies, you may find one that you could get along better with and change rooms. It's not that big of a hle to move. Better than staying where you are unhappy.
