Is there a way i can install an old alloy rims that came in ( 95-02) on a 03-10 grand marquis ?

You can install them as they are since all the years used the same bolt pattern. Only issue may be that the older wheels will stick out more due to the lower offset. They may rub when turning, but otherwise will work.
