Wasn't the ICRC requested to flag an additional vessel to speed evacuation from the ONLY safe zone?

That was a lot to get through! You are right that the ICRC should work more closely with the military in extreme conditions, but they worry so much about losing their credibility. I've worked with some very good ICRC people and we managed to keep perceptions such that they met their goals and we isted as we could. As far as the kids throwing down arms, remember what happened to those who surrendered in WWII on the Russian side. Their political officers shot them in the back.
